We say that the process of producing GM crops is random and imprecise because, the techniques used to insert the genes from foreign organism is very imprecise. 

for example, there are two standard processes used: 
gene gun, which involves bombarding the genes to be inserted into hundreds and thousands of plant cells at the same time and choosing the one which expresses the character. 

another one is called agrobacterium method: which means we let a bacteria containing the desired genes to infect the plant cell and later choose the best one which showns the infection. 

both the cases: genetic engineers know of what location the new gene sitting only after they actually inserted the gene.  therefore no idea of what other side effects it can cause and no testing can actually bring it out.
